At the title screen, press a button on controller 2 to enter the 2-player menu.
Then on either controller, press U+L, D+R, D+L, U+R, and select '1P vs 2P'.
Both players will now have 9 points you can allocate to your team features.
Note: This is very difficult to accomplish, as the diagonal directions must be pressed perfectly.
