My selections for Group I:
RC Grand Prix - This image really expresses the coolness and fun factor of radio controlled cars. It's got great detail, and the checkerboard pattern works well with the standard SMS grid design to create a sense of space.
Ninja Gaiden - Tons of detail to pore over in a space with great depth and atmosphere. The colors are vivid, there's fire, smoke, explosions, flying dragons and people locked in deadly battle all over the place. The tilted camera angle creates a good feeling of tension and excitement.
Submarine Attack - Beautiful, mysterious, foreboding... we get an awesome look at the submarine in action, a sense of the vast scale of the world under the water's surface, and the perspective is gripping.
Honorable Mentions: Miracle Warriors - a really nice composition... the only 'ding' is the questionable foreshortening on the green character's right arm. Phantasy Star - possibly the same illustrator as Miracle Warriors, it certainly has the same framed-by-clouds motif... this looks like it could be a battle or some kind of crazy, violent dance party. World Cup Italia '90 - did the illustrator have to submit a revised invoice when the insanely intricate pattern on the goalie's jersey proved to be unexpectedly time-consuming? Casino Games - the breezy, assured style of a McCall's or Butterick dress pattern package designer comes to visit the SMS. Buggy Run - the same illustrator as GP Rider? I love the exclusive sponsorship of Sega consoles on these cars. Fantastic Dizzy - makes the case that this could have been a great crossover to animation.

My picks for this group were Ninja Gaiden, Submarine Attack and Buggy Run. Ninja Gaiden is bright, colourful, with plenty of detail and action. Submarine Attack reminds me of a Clive Cussler noval, which is a good thing! And I fully agree with Centrale comments on this one, spot on. Buggy Run. I've always loved that blue buggy with the gold wheels, big Sega logo on the side and Master System on the spoiler. I've also only just noticed the little Game Gear coloured circles on the side too, really cool. Close calls for me where Ren and Stimpy as I was always a fan of the show back in the day. Wolfchild looks really intriguing from the cover, another game I have never really played properly and will have to give a chance. I also like the Smurfs 2 cover as its so bright and colourful and fills the whole box.. However i'm kind of sick of seeing it now on the forum its just become to me that 'rare' game thats always available on eBay. That Dracula cover could have been much better, it's just ended up looking like a quick rushed job. Phantasy Star and Miracle Warriors just look interchangeable to me - a group of people with weapons and lots of clouds and too much brown. Doesnt help that i'm not an RPG fan.

Dracula: basic cool Wolfchild: OK it's bit corny, but dramatic nonetheless; I like how the side pic isn't just whole cover like usually but chosen piece Assault City: eye-pleasing
Almost voted: Submarine Attack, Casino Games, Phantasy Star (because I love the game)

Just kidding, I'm not much of a RPG fan either, but these games will always hold a special place in my heart. (That sure does sound queer doesn't it?)
I'm willing to bet if the Japanese cover art of Miracle Warriors was in the contest it would win or at least make it to the final round. Of course it would receive a mature or R/NC-17 rating here in the U.S.

Ok, Submarine Attack for sure Ninja Gaiden..... Now Miracle Warriors or Phantasy Star?? Miracle Warriors.. Just! Same choices for me, although I would put Assault City over Phantasy Star, possibly Buggy Run too. As Rupert said they Sega sponsorship/logos for the MD and game gear are a nice touch.
Sub Attack has incredibly dark looking fish/enemy looking things and the Cyclops type octopus is cool too.
