The Tengen games for Master System are all properly licensed, the main unlicensed game that is most readily avaliable is 4 Pack all Action, which was made by HES and only sold in Australia. There were lots of unlicensed carts released in Korea (mostly hacks of games from the MSX computer, but some original sms games too), however these are pretty hard to get hold of, and as they are the same cart type as Japanese ones they don't work in a Western SMS console.

I always thought it was funny that Tengen went through all the proper steps to license games for the SMS, yet went ahead and did unlicensed ports of Sega titles on the NES. Biting the hand?

They were licensed by SEGA and I think the majority were developed in Japan (though in most cases, their JP Famicom counterparts are better). Alien Syndrome was even done by Sanritsu. Tengen (also known as Atari games) wasn't some pirate company. They were a company that didn't like Nintendo's policies and tried to get around it.

Until the Tetris debacle. Man, if they didn't get totally destroyed by Nintendo that game would have skyrocketed their status.

If I remember correctly, a company that only had computer rights to Tetris sold console rights to companies. Tengen Tetris wasn't the only version affected by this either. This also cut the Megadrive Tetris release short.

Yeah, correct, but it shows the power Nintendo had back then. The story behind that is so thick with legal junk it's ridiculous. That game was all over the place.
