In the manual is written:
While these unique collectibles aren't important to Bart's completion of a level, if Bart finds all the unique Krusty collectibles throughout the world, there's a special surprise in store for him near the end of the game! Plus, the unique Krusty items are worth a lot of bonus points.

I know, that's what confused me about it and what led me to further believe this game is incomplete. Unless they totally changed the last level and it's hiding somewhere else, it's not there. It only appears during the mausoleum in the other versions, and this does not exist in this version of the game. According to the walkthrough online, you should hop down the SECOND hole and then follow the path he provides. However, said path, based on what I read, is exactly the same as the two I've gone through so far, but they simply lead to nowhere. I don't think they finished it and just rushed it out the door, leaving stuff undone and the manual stating stuff that's there which isn't. Same issue with NTSC Captain Silver, don't forget that one. I can't tell you how much time my neighbors and I wasted years ago trying to find where in the hell Banana King was freaking hiding.

Right, I've tried the First, second and sixth holes in the graveyard now, none of them go anywhere other than to the exit, and I still haven't seen the MAP sign. I'm going with what stan says, it doesn't exist. If anyone finds it, tell us where it is and i may have another go at the game . Time to move on for me, I've had enough of that terrible soundtrack now ;D.

I've done some research into some of these issues as they've been bugging me too.
There is no Super Krusty on the Graveyard level which leads me to support Stan's theory of an incomplete game. I've searched absolutely everywhere, even places you couldn't usually get to without hacking the game. Even when I input a value so it believes I collected a Super Krusty on that level (giving 8 in total), it still does nothing.
The re-appearing Bartman collectible in the ice cave does give you points every time you collect it.
After playing this game so much, I've actually found there's a bit of charm to it. Previously I'd play it for a few minutes and stop, thinking it was rubbish. However, it has grown on me and want to give my thanks to the person who selected it for Game Club.

I replayed this the other day and found some more reappearing collectables!!! On the pirate ship level, If you wait by the cannons at the start eventually the second one will start firing Krusty's instead of cannonballs. Just keep jumping between the two platforms and collecting Krusty's. Watch out though, every now and again it'll fire a cannonball again. I beat my last score by quite a bit using this method but I won't submit it as it's cheating ;D. I'm still peeved that they didn't add in the Itchy And Scratchy levels from the NES title .
