The pics of the glasses, stick and gun on the side of the box look like the real ones. But the pics of the console and the pad on the back don't look anything like the actual items.
Its dated 1988 - so its an early version

I hadnt even noticed that... infact they look more like Mark III stuff... I wonder? but that would have Jap text surly?

Interesting. It's certainly not Japanese - the JP RFU's are packaged differently to that (and the Light Phaser wasn't released there).

Well its definitly US - the San Francisco customer service address and distributed by Tonka.
The lack of barcode would suggest it not been sold on its own in shops. Did Tonka do a mail order service?, like the catalogues with order forms we had in Uk - and Rupert posted earlier. Would make sense if it was a mail order thing - the small box (better for posting), lack of barcode, and the suggestion on the box you buy other accessories.

I agree with that, wasnt power strike mail order only in the US? so there must have been somthing advertising this stuff. Might also explain why nobody else seems to have seen one yet as that power strike is fairly scarce so a crappy little box for a rapid fire unit would get chucked straight away.

Can't be a pack-in, so definitely not that. Pack-ins are usually blank with nothing else on them, the side of that is advertising the other items. I believe this was definitely a mail-away, based on the order form from the old Sega of America Team Newsletters I have. Perhaps it was only mail-away at first and the put into stores, judging from some of the answers my source from Sega gave to me (and which I'll go over in the future article), I bet that's exactly what they did, basically as a market test.

Stan you are correct, I guess this other thread (kind of) proves it.. www.smspower.org/forums/viewtopic.php?t=9715
