I thought of going through lists of SMS games and making a list of games adapted from anime, manga or other Japanese entertainment. Actually I only found a handful of such games and many of them were Japan only or "reskinned" for export. At least one game series retained connections to its source anime, Zillion and Zillion 2. The full name of the anime was Akai Koudan Zillion(Red Photon Zillion) and its theme song "Pure Stone" was in both games(it's sung in the anime and was sold as a pop single).
So below are some of the anime/manga games that were reskinned: Hokuto no Ken(Black Belt) Anmitsu Hime(Alex Kidd:High-Tech World) Kujaku Ō(Spellcaster) Chōon Senshi Bōguman(Cyborg Hunter)
These manga/amime based games were Japan only: High School! Kimengumi Sukeban Deka II: Shoujo Tekkamen Densetsu Tensai Bakabon (these appear to be of the cursor-based, console adventure variety, with some arcade action included)
A couple of other games I could mention are Teddy Boy and Pro Wrestling. Teddy Boy was first the Japanese arcade game Teddy Boy Blues - Yōko Ishino, released upon the success of pop star Yōko's song "Teddy Boy Blues" in mid '85. The title was shortened to Teddy Boy for both the Mark III and SMS ports. Pro Wrestling was a reskin of what appears to translate as "Violent Alliance Dump Matsumoto" it was actually women's tag team wrestling featuring monster-heel Dump Matsumoto and other popular Japanese female wrestlers of the time. So it was reskinned with male wrestlers for export, as far as I know with made up tag teams, except The Orient Express appears to be based on the WWF tag team.
Chuka Taisen/Cloud Master was based on a classic Chinese novel Journey to the West, which I see has had anime and manga adaptations too.

You could include Alex Kidd in Miracle World if you wanted as it started it's development as a Dragon Ball game before SEGA lost the license.

So I see. As I was reading about Sun Wukong the Monkey King of the classic Chinese fiction that was the basis for Cloud Master, I wondered if Alex also, with his monkey like appearance, was meant to seem like Sun Wukong. Hmmm now I'm reading that Goku from Dragon Ball IS supposed to Sun Wukong the Monkey King as the Monkey King was known as Son Goku in Japan. So I guess Sega lost the Dragon Ball license so came up with their own "Monkey King".

Actually I missed the very important point that Game Gear games were being released in Japan and the US as late as Dec. '96. The Game Gear was more or less a portable SMS, I had the adaptor that allowed you to play SMS game carts on Game Gear. Many post-Bomber Raid SMS games were ported to the GG and released in Japan in more or less the same form. So I checked through the Game Gear libraries for more manga/anime etc. based games, listing them here roughly oldest to newest. There sure are a lot, predictably almost entirely Japan-only releases. I couldn't find reskin/rename cases like, for the SMS, Hokuto no Ken->Black Belt, Kujaku Ō->Spellcaster etc.

So I see. In seeing the recently released Capcom Stadium Arcade emulator, I discovered the game SonSon, I think it was only Capcom's second game, released at arcades in July '84. The hero SonSon is meant to be the son of Son Goku i.e. "son of Son", he does resemble Alex Kidd too, but he also shoots fireballs at men flying on clouds like Cloud Master. There's a game group at Moby Games listing games connected to Journey to the West and Goku/Wukong.
